2nd core slower on Intel Pentium D?

Take a look at this thread here. It looks as though the second core on at least some Pentium D's is running slower. Multiple people have confirmed it.

Their motherboards are probably unable to disable the EIST on the second core (BIOS issue perhaps). I'm sure if they run the core at load, it will return to the default multiplier.

Some of the people over there are idiots.
One guy has put full load on core 2 (such as using SuperPi) and yet people are STILL telling him that if he puts full load on the second CPU, it'll go up to full speed.

Hopefully Anand can have some input on this and maybe contact Intel to find out WTF is going on.

Xbit Labs seem to have some idea why this is the case.

However it just goes to show how insanely hot the two cores get sitting next to each other like that.
