what i do is graphic design, mild video editing, and gaming. i have a 1.7 p4 423pin will i gain alot by getting a northwood and if so should i wait till the new chips come out with the higher FSB
 
The Northwood chips are a significant improvement, but if you can wait I would wait for the 533FSB P4's. I don't have any exact numbers off the top of my head
 
You can always wait, forever.

You can always overclock too to a certain point.

The 533MHz FSB will certainly give the P4 another boost, at least 10% across the board.
