So I want to get a 1.33ghz athlon, 250 watts isn't gonna cut it right?

It was an expensive PS, I got it from QuietPC -- They themselves reccomend 300watt for over 700-800mhz..

Most important is that it's good quality. Many good power supplies can surpass their rating. Quality= stability, safety, etc....

See I dont think fans should make that much difference. Look at the things. Its 12V*.2A at MOST (except for deltas) and thats only 2.4W out of 250. How much difference can that make?

a decent 250watt ps will be fine for a 1.33ghz system if you don't load it down with a lot of stuff. basically, if you have that system, 1 7200rpm hard drive, 2 cd-rom drives, a few fans, and no more than a geforce2 gts you should be ok. if you want a more power hungry video car or many more devices or fans you are probably pushing your luck. i have a fairly robust system with a 300watt ps that a 250watt couldn't handle...it's better to be safe than sorry

Well I always try to get a 300 watt+ ps. I had a 250W explode on me a week after I built my first Tbird system. It might had just been a bad ps though. Plus it was a cheap Deer ps. Mushroom cloud and all.
