I want to use a 250W power suppy to power my Peliter and my heat sink fan. Is there a way to wire it so that it will power up without having it pluged in to the moterboard. someone told me that i could just take the green wire and wire it to any black wire and that would work is that true. THX

CRV if you plan on using a Peliter do you have to spice leads from your power supply? are there any other alternatives, such as a second power supply?

Depends on the size and quality of your supply and the load of your system.
Specs?
The link below details how to hook two together, some people also use an AT supply and manually turn it on.
