You install it to the new system just like the original app, using an MS account. Find the receipt with the original install instructions. AFAIK all installs require the account. The one time purchase which you may be referring to, is no different. The problem would be the requirement for a one pc install. That requirement may apply to Windows et. al. installs.

If this person is being honest, the process looks to be pretty simple:

I managed to move Office 2016 to another PC by:
- de-installing from PC 1;
- installing on PC 2;
- activating by phone and answering '1' when you are asked on how many PC's it has been installed;
- ready.
PS after that you can even do a re-install on PC 2 with the initial product key (if required, for example after a clean install of Windows).
