OP, have you considered that Microsoft simply knows better than you do? You say no to driver updates, but deep down, you really mean yes. Microsoft understands that.

Seriously though - what version of Win10 did you install to begin with? I'm (half-heartedly) wondering whether an older version had a bug that ignored the settings you applied. I'll probably have a Win10 build coming up in the next week or so, I can try setting it up and configuring it not to install drivers automatically and see what happens (I know for a fact that it will try to download the Intel graphics driver automatically because I usually rely on it to do that). If anyone has any other tips for what I could try to stop Win10 auto installing drivers, I'm probably willing to try them out.
 
What, off the dongle? No, it's not doing that. The Logitech Download Manager only gets installed when the PC is online, and it's WU that's doing it. On a Windows 7 machine Logitech Download Manager will appear in the WU list waiting to be installed.

Is that also going to stop it from installing drivers already contained within Windows (like every time I plug in a new mouse or flash drive, will I have to undo it)?

That's why I don't use the blanket gpedit 'not described' method - it's a daily pain in the arse.

At this point I'm thinking this is too much trouble all for the sake of using an OS that I don't even like. I keep coming back to Windows 10 with the vain hope that it'll be better, but now it seems to be actually getting worse. This new driver bullshit is a step too far.

No it will only stop WU from installing drivers. Any drivers within the OS itself will stay.
 
I have to disconnect my internet when I install Nvidia drivers because for the brief moment that there's no driver because it removed the old one apparently Windows forgets that it's currently installing a new one in its place and tries to grab whatever version from Windows Update. I believe I have all the options to disable automatic installations enabled but maybe I missed something.
 
On a clean windows 10 pro install I just did this is how I avoided any windows update drivers from being installed. I applied the registry edit I listed before then within the first 5 seconds of connecting it to the internet I ran the wushowhide program and hid various misc intel drivers, the logitech download manager driver and a misc asus driver for my particular motherboard that I did not want installed. I have not had any drivers installed from windows update since then. I have rechecked the wushowhide program as well to make sure they stay hidden and they have. This is just the way I did it but other configurations may not see success this way.
