See sig below. I also run at 209 x 12x for gaming in CPU dependant games like UT2004. You can normally run (35CFM fan, aircooled) at 1.85vCore in BIOS for 206 x 12x. I run 1.9vCore in BIOS for 221 x 11x.
The 2400+ will run at 2.5 Ghz all day long without a hitch. Mine runs at 2.6 without effort, and posts and runs at 2.7 Ghz, but is not stable enough for extended gaming or p95. Likely with better cooling it would handle it fine.
EDIT: I just saw a couple of reviews for the Thermaltake Silent Boost HS that you linked to. I would not use it for an OC'ed setup. If price is the issue, try one of the Alph PAL-8045. They can be had for under 30 dollars if you look around. They are quiet, and also can OC with the best of them if you use a faster fan. As a bonus, they are desinged to run in reverse flow, which keeps the MOSFETS alongside the CPU cool.
