But... why didn't Maruan(the "head" of the cell) just destroy the Override device? So that CTU couldn't do anything to prevent a melt down? And also, how did Maruan "change" into a CTU guy? Jack found one single body but don't they always move in pairs?
 
Because then, CTU wouldn't have been able to stop the meltdowns.

Because....

Basically, they are just plot devices. There's no real world explanation for them.

if he destroyed it then they could recaputure the plants. Maruan changed into a CTU guy because he killed a CTU cop and took his clothing. You could grab someone with out the other
guy knowing and also its a show.

Maybe the override has to maintain a connection, ie keep overriding the system and if he destroyed it than he would stop the meltdowns.
