People go on the PTR's to test things. WSG is the easiest way to test pvp. So people join a game with no interest in capping flags, its basically a big kill-fest. Eventually they get bored and afk out, explaining the low highest number of kills.

Nobody really wants it to be over on purpose... PTR is for testing new specs or whatever buffs/nerfs they added to the patch. People will join, do some mid-field fighting for a bit, then leave... then more come in...
