They are nothing alike. The enabling act allowed Hitler to override the German constitution and pass laws by decree. The necessary and proper clause says that Congress possesses whatever powers it needs to exercise the powers specifically granted to it in the Constitution.

tldr: one was a way to violate the constitution, the other is a way to implement the constitution.

What's the difference? We ended up with a police state and fascist government, just like Nazi Germany did.
