my friend's bringing a computer from Korea and they use 220v
power supply has 220v outlet.
would it be ok to switch just the power supply?
get a new ps here and just slap it on?

 
However, most power supplies have a switch on them, which allows you to use 115 or 230 V. Just change the switch over to the correct position.

If the power supply doesn't have a switch, then you need to change the power supply.

If he is bringing a monitor then you need to check that the monitor is compatible with 115 V,
