I believe it's simply the number people logged in using the Steam client whether they're playing a game or not. People using a web browser (other than the one built into the client) to browse the store wouldn't count, but someone browsing the store from the client would.

Hmm... I wonder if they removed the refresh button from the client because of the sale.

Steam is getting pounded, I go to the page and DI is $26, but the 4 pack is $20? hhm which to chose. Game + guide is $10... wtf is going on

Does steam honor their price mistakes?

I can get to Steam here at work, but can't remember my password to log into my account, lol. Have to wait to I get home now.
