I have that beat.

There were a couple guys here who were going around cutting off tags and stuffing crap in their backpacks during a "Shop with a Cop" event for poor children at a local store. I think they said there were like 60 cops in the store, plus some K9 units outside. The guys said they kept doing it because they thought the cops would be distracted or something.
