That is because it's a large displacement forced induction engine with street cams. Larger displacement engines usually have more torque and rev lower to begin with, and forced induction increases the effective displacement of an engine, since at 14.7 psi you're burning twice the amount of fuel/air mixture as a naturally aspirated engine would.
