2 ?'s - Re-Do a Partion? & Move an app that defaults to 'C' drive

2 questions: #1. I have an 80 gb drive that is partioned as C=20gb E=30gb F=30gb. I need to make C smaller (15gb) ; E smaller (15gb); F larger (50gb). Is there a good re-partioning tool that someone could recommend that would safely do this; without losing the data already on those drives? Does Partion Magic do this?
#2 I have an app that doesn't give a choice of where you can install it. It defaults to "C" where my OS is and I don't want it there. How can I move it to "E" and still have it work?

System: A7N8X-Dx rev2 1007/ 2 x Seagate 80Gb SATA in Raid1/ AMD XP2800Barton/2x 512Mb OCZ PC2700/ Sony DRU501 DVD-RW:CD-RW

There are no guarantees when doing things like this, Partition Magic will do it but there's always a chance of dataloss so you should backup everything you hold dear.

As for #2, call the vendor and ask why they do that. Sometimes apps can be moved around and not care, sometimes not, it all depends on the app.

Some apps will not have a directory path built into the application. Therefore some files are expected to be on the default drive.

First thing to do is to copy the app directory to the E partition, rename the old directory and try to run the application.

Hopefully that there are no special files added to the system.

Only way to find that out would be to copy the app directory to a vigin system and repeat the process.

IF everything works, then the installation did not drop files anywhere else.
If the app fails, it may tell you what file it is looking for. Copy the file to the virgin and try again.
If the app fails becuase it is looking for a file in a directory on the C: drive, then you have a set of options.

One, try to modfiy the app by changing the path reference in the executable code.
Second as suggested above by Nothinman.

Much THANKS to both Nothinman & EagleKeeper. I will give your suggestions a try. I wonder is Partion Magic the best for this type of move , or is there something better out there?
