Question 1:

I just installed a new USB PCI card, but the only open PCI slot was the one next to the AGP. My graphics card uses the AGP, and so the GPU's fan is really really close to my new PCI card (about 1 to 1.5 mm close).

Is this safe? Heat issues?

Question 2:

I just disconnected the power cable and data cable from my unused DVD-ROM drive. I just left them hanging there, because they were secondary/slave cables.

Is this okay?

1 - Yes okay...unlike high end audio cards, USB cards don't heat up all that much. Besides fan on GPU is SUCKING air in, meaning the USB card will get continuous stream of air over it.
2 - cables = definitely okay
