2 problems here, Networking & Scanner

I reinstalled Windows 98 on one computer and everything
was fine until I put in the Home Networking Wizard disk
that I made a few months ago when I first set up my home
network. The first time (today) after I got done with the
disk, the program froze so I used con - alt - del to bring
up the what's running box and closed the wizard. Then I
started over. It was fine on the restart, but a black dos
screen came up that said that the file vserver.vxd was
missing and that's a file that the System.ini uses. Well I
reformated the Hard Drive and started over. This time the
disk seemed to work fine, but it happened again. I need
that file. Well windows boots up fine and works ok as far
as I know. I tried looking for the file on the Windows 98
CD, but couldn't find it. Can someone help me on how to
get this and what directory I need to put it in. I don't
want to reinstall everything since this time I did put
everything back on. On my ME machine the file is in 3 folders:
C:\Windows\System
C:\Windows\Options\Install
C:\Windows\Options\CABS
Is this the same file and can I copy it and put it in the folders on my 98 machine?

Also, I can't see the computer on the
network. It is on the correct network. I can see my other
computer on it, but not the one that I just reformated and
installed windows on.

I have a HP Scanjet 4200c scanner connected. It won't work now. It worked for years. I even bought a new USB cable to see if that is the problem, but it wasn't. Here's the deal. I keep getting this error about the HP PrecisionScan LT Software cannot locate the scanner even though I may have one hooked up to the computer. I reformated my computer today and it worked when I tried it, but then later I get the same old error. I don't know if it has something to do with the vserver.vxd file missing as stated above or if another program conflicts with it or what.

When I start my
computer in the dos screen it says EMM386 not installed,
unable to set page base frame address. Does anyone know
what this means and how to take care of it? Thank you very
much.
