Is it possible to connect to computer monitors without buying a graphics card. I brought a cable and I tried to do this but I was unable. I'm using a Dell Optiplex 755.

I paid 15.99 for a Premium VGA/SVGA cable. The computers sees both monitors in display properties but in the graphics properties sees one monitor
 
A regular graphic card has one signal out.

Your cable just splits the signal to two Monitors.

A cable can Not create an additional GPU on your computer.
 
It's possible with DisplayPort, but if you don't have a graphics card I don't think you have DisplayPort out. DisplayPort allows daisy-chaining of monitors like USB.
