Rental car would be a good idea unless you are going to stay on the strip and are willing to use the bus system or a cab ($5-$15) to get anywhere else.

Have never take a commerical tour. Best recommendation would be to check the web links for tours and then contact the local Chamber of Commerce for advice.

Many of the welcome stops may be able to point you along. Make sure that you get opinions of the contact and not just spouted policy.
