2 drives and permissions

So I have a new windows 10 build finished and have 60gb ssd for the OS and a 500gb HDD for data. Now I will keep all my files on the hdd but there will be 2 more accounts on the PC. Can everyone view my files? If so, is there a way to set a password so only I can access my folder and other users having thier own folders with password?

I think what you want is an Administrator with password for yourself and a Standard account with password for the others. The standard account users would not be able to access files in your Personal folders.

Thats how it works normally when you have one drive. But here there will be 2 drives and the 1st is only for OS and apps and the second for users data

The purpose for making the others standard users and you have a password is that others can't see your files. The purpose of the link above is to show you how to put these folders in other places, while retaining the same protection.
