2 computers on a router - i want to limit computer 2 to 1/4th the avail bandwidth

It's really going to depends on the type of router between the LAN and your ISP. If this is a basic cable/dsl router, then I don't think most of them support QoS or any kind of packet/bandwidth management. However, rather than buying a new router, you can achieve what you're looking to do with a linux box. A simple google search will yield tons of results. The two that I've used were:
