2 computers on a router - i want to limit computer 2 to 1/4th the avail bandwidth

Title says it all I think... any programs which will let me limit how much bandwidth one computer has access to?

It's really going to depends on the type of router between the LAN and your ISP. If this is a basic cable/dsl router, then I don't think most of them support QoS or any kind of packet/bandwidth management. However, rather than buying a new router, you can achieve what you're looking to do with a linux box. A simple google search will yield tons of results. The two that I've used were:

You can get REALLY deep into this topic, however .... that should get your started.
