For international rule, the "inside diameter of the ring shall be a minimum of 450 mm and a maximum of 457mm" which will be about 17.71 in.

actaully different sites say different things. But at most it's only 1 inch off, which could easily be pushed through but not on their own free fall. Pretty close though!
