I've a 2.8E C0 steppings cooled by Thermaltake Bigwater with 12cm radiator fan. Is it possible to change the BSEL[0:1] to increase the FSB from 800MHz to 1066MHz? In addition, I want to make a vcore mod by inserting u-wire to change the VID[0:5]. What is the highest vcore I can mod? How to achieve this?

What motherboard and socket? You arent making much sense at all. First of all if you have a S478 there is no 1066 option since the chipset doesnt support it.

And if this is an LGA775 chip how could you possibly do a pin mod?
 
Sounds like it's socket 478. No, there is no way you can change the BSEL to go to 1066mhz FSB, as that is not a supported FSB. I would just use ram dividers if you need to to get the FSB where you want it, assuming the chip can take that anyay. I wouldn't go to high with the voltage anyway, as too much voltage will break down a cpu faster than high temps, so don't think that just because you have great temps due to water cooling, that higher voltage won't kill your cpu.
