Some CPUs do decrease in overclock capacity over time (there's a thread about it somewhere here). But... I'm assuming you have an AMD processor... if a C2D processor won't POST at 2.7ghz, then I'd venture to guess that something's wrong.

Try removing 1-2 sticks, perhaps ?
