2.4A Prescott and MSI PT880-NEO LSR overclock?

Somebody please help me! I've got the 2.4A prescott and the MSI PT880-Neo LSR board and can't overclock this CPU at all. Here is my setup:
2.4A Prescott
MSI PT880-NEO LSR
2x512 Kingston Hyper X PC 2700 @ 2,2,2,6-1 Dual-Channel
Sapphire Radeon 9800 Pro 128mb
I've even set the memory at 3,4,4,8-2 settings with a 1:1 266 ratio and absolutely no overclock on this CPU. Is there a PCI/AGP lock also. All I see is the AGP clock setting set at 66. Maybe I'm overlooking something. I can't get this baby to boot at 150 FSB!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

By the way I forgot to add I am trying to start the overclocking without raising the voltage default!
