Yes, all EJ transmissions are compatible with all EJ engines.

The biggest "issue" is the exhaust since EJ25s are dual port and the last dual port EJ22 was in 1995, though it's easily solved by getting the exhaust manifold with the engine or an aftermarket. ECS does a lot of Subaru swaps so they may have a good engine for you, they are in CT so it might be a few hours drive.
