I install the card everything powers up but I have no video, I can hear the HD and everything running and no beeps from my MB..
what can cause this to happen ?
is this card doa or is the power supply to weak to run this card?
well, it wouldn't be my first choice of a power supply. from one of the reviews on compusa's page:
"I bought this to replace a Antec 500watt Smartpower 2.0 which had died due to a power surge i think, well my computer still wouldn't work after buying this and after RMAing my motherboard and video card with no results, i finally got my new Antec back from RMA and when i put in the Antec again my problems were solved. the Coolermaster could only boot up my computer without my graphics card installed. worst PSU i have ever used, and there was nothing seriously wrong because my PSU tester said it was fine, it just lacked the ability to function on even a small power load."
and another:
"Don't waste your money. Lasted 3 months before going out!!! I purchased this junk in October and it only lasted until January. The worst power supply I ever seen."

there's likely a reason it's $50 at a B&M store...
i would get a different psu, and it wouldn't hurt to exchange that card for another either (yes, psus can destroy video cards, hard drives, etc.)
