The problem is obviously your PSU you dolt, any newer ATI will be choppy (yet with high framerates) when its trying to draw too much current when it just isn't there. You have 4x512mb of RAM right? (atleast that is what i gather from your first posts) You are just eating up too much power for your PSU to handle! Stop b!tching/demanding answers when you are perfectly capable of troubleshooting yourself.
