Not sure I agree here. 13 years old is only a couple of years past elementary school...
It's certainly arguable. I can remember touring a middle school I had just done, looking at the kids and thinking if I had a time machine I'd go back and kick my own ass for trying to have sex with a fourteen year old - or AS a fourteen year old.

He is in Tennessee, which has the most (or very close) pedo-friendly age of consent laws in the country.
I can recall my ex-mother-in-law talking about one of my ex's classmates who married while in middle school. The MIL asked her mother if she didn't think the girl was too young to get married. The reply: "Young? She's fourteen!" As though she's not only old enough, she was in grave danger of being an old maid.

I would however like to point out that the man who famously married his granddaughter-aged step daughter, Woody Allen, has only two places where his movies make money. One of those is California, and the other damn sure isn't Tennessee.

The history of past known sex offenders is probably used to categorize sex offenders into level 1 through level 4 which indicates their likelihood of re-offending.
