For $800 I'd probably get...

Any stable motherboard (probably MSI or ASUS), A64 3200+, 7800GT, any hard drive over 120GB, and a good Antec or Enermax.

That's pretty much what I built my new rig with last week: ASUS A8N5X, AMD64 3200+, 6800GS CO, 120GB Seagate SATA, inside a CoolerMaster Centurion 5. The bill for all of that was a hair over $600 from NewEgg. With RAM and a good PSU you should be able to get out for <800 and have a pretty decent rig. Since the OP is not a gamer he could probably go with a video card that's less expensive and save some $.

I'd probably get a cheap priced Pentium 4 with 2 megs of cache on a 755 mobo and just OC it if it was an Intel system. Otherwise, I'd probably get an Opteron for 250 bucks and an equivalent mobo @ s939, a gig of RAM and maybe a Geforce 6/7 GS card.

Part of wanting a computer is wanting what you want inside of it. Don't let Dell be your only option, but I can tell you straight up you will get good deals on included monitors, and it is definetly worth it if you do not want to purchase a seperate OS, namely Windows XP. You only pay a few more bucks for a Pro version, which I favor more than the free Home or MCE versions. Plus, the system comes preassembled and is actually much more quit in noise than any systems I've ever built before.

thanks all for the input, so far, i have these system specs, cost is $1300, but i'm looking to keep it for a long time, prob 3-4 years, worth investing.

You'd get a 7800 on a 800 budget???
