Maybe cadets?? That is technically listed as service if you serve right after cadets!

2 years cadets, 2 years actual service...

You can be a reservist at 16. I met some 16-year old reservists while I was a cadet in Canada.

EDIT: If that is the case, he should have said "four years of army training".

you can join the army in other commonwealth countries such as uk, australia when you are 16 if you have your parent's permission.
