160gig reads as 149gigs??

I have the WD 160 drive installed on a Western Digital TX100 IDE adapter, and it will only read the drive as a 149giger. What happened to the other 11 gigs?
 
This ones always coming up, Its because the makers of drives use 1000 to rebresent a thousand megabytes when in fact it takes 1024 megabytes to make a gigabyte. plus when you format a drive and get it ready for an OS you always lose a small amount in overhead. I allways use Partion Magic to partition and check my drives, sometimes you have a small amount of hard drive space that partition magic lets you recoup.
