1500mah battery charges in 3-5 hours, why does my Kill-a-Watt say the wall wart is drawing 2-3 watts?

That plug feeds the rack. Though I still have to move my stuff into the rack lol. It's only been a year... That piece there is a 5kVA online UPS, I have another one plus four expansion modules. Need to move them down to basement. May hook up one expansion.
