i looked at the http://www.powweb.com/ because i need to transfer 5 domains to a new hosting...

Here's a feature they don't have which i need. So i can't use powweb.com.. looked good until i saw this in their faq.

Can I PASSWORD PROTECT directories with my PowWeb account using .HTACCESS?.
At this time, PowWeb does not support password-protected directories. We will be this feature to our package within the next 30 ? 45 days.

Do you offer password protected directories?
Currently, we do not offer password protected directories. However, our development team is working on the new version of the member's area, which will include password protected directories. We will launch the new members area within 4 weeks. All the additional services and features in the new members area will be available to existing and new customers at no additional charge.

Here are two really cheap, full-featured (even cgi) hosts I've come across...

http://www.dellz.com - $22/year
http://www.hosturbo.com - $20/year

... not sure how they can afford to survive with those prices, but its cheap enough that you don't loose that much if they do go kaput.

I would lean more towards HostTurbo since the owner seems to be active in http://www.webhostingtalk.com/.

EDIT: I just wanted to make it clear - These are for web hosting, not just domain registration.

15/yr isn't that hot of a deal. i think it's a standard price for many companies who order their domains in bulk.

Since this thread seems to be winding down, here's my list of cheap (<$15) registars as promised earlier (most are taken from this and other domain registration threads). Note that I'm only interested in domain name registration, and not webhosting. The price given is (1) for domain name registration, which may or may not include other services such as DNS or webhosting, and (2) is from when I last checked the registar's website, which may not be current. YMMV, I am not a registrar and don't play one on the Hot Deal forum, I don't get paid for this (unfortunately), etc.
