A friend and I did a dash two decades ago after night out partying. I could have sworn I had a $20 left in my wallet and told my friend I would treat, but when it came time to pay the $15 bill, I only had about two dollars and he had about $1.20 in change. We snuck out.

A couple weeks later (after I got paid), I was feeling awful about it so I put $25 and a note in an envelope addressed to "Manager", and covertly stuck it through the mail slot of the restaurant. But I never went back to eat there for like two years, fearing I would be recognized. Which sucked, because it was a great diner and family restaurant that served decent-enough chow at a good price and was a popular place for gathering after the bar on the weekends.
I didn't have much cash and after finishing dinner, realized the place only took cash. (One of those hole-in-the-wall places that probably fudge on taxes.) I sheepishly explained to manager and she allowed me to leave unmolested to get cash. Now I always make sure to check if an eatery takes CC or that I have cash.

It's not about fudging on taxes, it's about merchant accounts cutting into profits and many times issues with credit fraud.

Down here a lot of places are cash only and nothing bigger than a $50 bill because fake cards and fake cash are popular with our touristy areas.

Much of it it more than likely the tourist enjoying a great meal and then saying it wasn't them.
 
That's out right stealing from the restaurant. I do hope they all get prosecute and ban from all the restaurants in the area.

What dream world do you live in where all restaurants group up to ban 15 individuals?

Pretty much the only people that get banned from a private establishment are ones who have done something very memorable at that specific location.
