Question 1440P downscaled to 1080P - artifacts black dots on 165hz

First my pc.I have Gigabyte Rtx 3090 OC ( stock ) and 10850K stock ,32gb ram.

I have monitor Aorus Fi27Q which when i have 165hz on 1920x1080 showing vertical small black dots. When i go to 144hz its fine. But on native 1440P 165hz its fine. Problem is only on 1920x1080 with 165hz. Even on 1920x1200 165hz its fine.

Just found on reddit somebody had the same issue with monitor: movie with issue:

So ignore that if i dont playing on 1080P with 165hz or rma? Also when i want make screenshot ,dots will not appear on screenshot. So its monitor issue not hardware?

Monitor is 165hz guaranteed or this is oc? In nvidia panel i can choose 165hz. Nothing about oc in osd monitor.

I listened it was since of the proportion between 1080p and 1440p. Unless 1 pixel within the higher determination rises to a few multiple of 4 pixels within the lower determination (e.g. 4k and 1080p) you're progressing to have odd blurriness since it's doesn't fair got to have 4 particular pixels yield the same thing as one pixel would. There's sort of an cover.

I disagree that edge lit immediately means it's not a good monitor. We all have different preferences and needs for what our computer displays can do, and when you disqualify edge lighting you tend to get into really expensive territory.

That said, if you have the issue in practice and/or reproduce it, you should contact the manufacturer about an RMA or potentially a firmware update if its a bug with the display controller.

The black dots pictured in the linked video are definitely not simply upscaling artifacts.

Edit: missed that this was a necro. Oh well.
