I've never had a problem staying at hotels being under 21. If you ask for their official policy they will tell you its 21 but when you actually check in just dont mention anything regarding it and I doubt they will care at all. Especially w/ stuff like hotwire/orbitz, where your room is already paid.

If they do seem to care just put down a credit card for security in case you damage the room or whatever.
