He gets off easy as juveniles are granted clemency due to the legal rule that they are not fully mentally developed and competent. (Could not be charged with a crime). Thus, as long as teen or below is NOT murdering someone, they are granted a de facto sort of anarchy. 7-Elevens aren't even allowed to close except on Christmas unless they changed that rule for COVID. I assume they allow exceptions to comply with local laws.
