Site doesn't load anything for me but the article title and what looks to be a slide show (without any pictures), due to the content filter at work.
However, I can't think of a single situation where bad service would not be the fault of the server or the kitchen, and the manager except if you think the manager is responsible for not training the staff or keeping around bad ones.
The entire idea of tipping is rewarding for good service or a favorable experience. If that is not the case, tipping is pointless. You're just giving extra money because. Maybe it makes you feel good, I don't know?
With that said, I generally tip certain people regardless of any standard of service. Valet drivers get a tip no matter what.
