100% CPU Usage

Tried reinstalling graphics drivers, can't seem to figure out the problem

It's an Athlon XP 1600+ with 512 MB SDRAM, 32 MB integrated S3 ProSavage GFX, and a 80 GB HD if that makes any difference.

Computer was just formatted (new hard drive), all updates are installed. AVG Free is running, couldn't be a virus as it hasn't gone online much yet and the problem's been there since day one. CPU usage only spikes to 100 when scrolling up/down a page using FF or IE.
 
Out of curosity do you have a spare graphics cad around somewhere you could toss in there? I wonder if that might take some of the graphics processing away from the CPU and free up the CPU for other things. (Just a wild idea BTW, not really based on any kind of fact.)

I don't think I have any spare AGP graphics cards, I'll ask around in any case. Anyone have any other ideas?
 
have you installed the graphics drivers, just a wild guess, at work we have some old laptops that have windows re-installed that dont have the video drivers installed and they use 100% to scroll on anything.

Yeah, tried installing the newest drivers from VIA's site and it didn't do anything 🙁
