100% CPU usage/IE7 reg block?

About two days ago, my reasonably new laptop starting being stupidly slow, ie 3-5x slower on loadup than previously. Taking a look at what was going on, I noticed that my CPU usage was at 100% for both cores of my processor, which I thought was very odd. I've been trying to piece together a timeline of what things are slowing it down and so far i have:

initially, Dot1xcfg.exe ~80% CPU usage
then NSCSRVCE.exe / svchost.exe, both around 40-50% each
after this period, then SPBBCSvc.exe is around 50% for a minute or so, and then CPU usage drops to normal - so about 90-95% system idle.

I recognize most of these as being associated with NAV, which is still odd, as I've had NAV for several months now, with no previous problems. I talked to Norton, and they recommended clearing temp files/increasing virtual memory/virus scan with latest def. clearing temps led to a slight decrease in the overall time spent at 100% CPU usage, but did not address the overall problem. Virtual memory is not an issue, as I have 4GB. virus scan ---> nothing, both with Norton and with Trend sysclean. adaware - nothing; no root-kits either, as far as i can tell from the results of Rootkitrevealer.

This problem seems to have happened shortly after I installed the registry editing kit provided by microsoft to block IE7 as an autoupdate (downloaded from their site). The strange thing about this was upon installing this script, there was no obvious change to the registry. I figured maybe i was just missing it at first, but after this problem arose, I removed the saved file. The only other recent change to the system was that I installed videora IPOd converter, though this problem was occuring before that as well.

The other odd thing is that using system restore to go to a point before i added the IE7 blocker led to no system changes... my understanding is that if this did modify the registry to block IE7, then the system restore should have undone this, and there should have been a change (???)

I've heard that Wireless Zero can cause problems, as least with svchost. This may be an issue because i regularly swich between using windows and Intelprowireless to manage my wireless connection, based on what client the authenticating server uses and if its compatible with either application.

This is a really annoying problem, any help would be greatly apppreciated.

basic System info:

XP home SP2
Intel Core Duo 2.0GHz
2Gb of whatever RAM it is that Dell gave me (windows was reinstalled upon receiving the computer)
5400rpm 16mb 100GB SATA
NAV 2006
only programs running on startup are quicktime, MSN messenger, and NAV

Now to your problem, while I do not know what it might be, there is one thing I am not sure I understand

It is hard to detect a change to the registry, nearly impossible unless you know exactly what you want to see change, or have an extremly good memory and spent hours scanning the registry both before and after the installation. Could you clarify that?
 
on microsofts site they had, what i interpret to be, a description of what changes were going to be made to the registry. So, afterwords, I went in to see what was different, and i didn't notice any of the things that i was expecting to see based on what was 'supposed to happen.'

(More information though) - something definately did happen somewhere, as when i restarted after adding the file, the style of windows loaded so it was all win98-like, ie the toolbars and such were grey. As well, I got an undisclosed error from norton that wouldn't go away, which i suspected had something to do with the fact NAV didn't like having autoupdates from windows modified in any ways. (yes i did download from microsofts site). restarting removed this problem, but led to the slow loading issue.

At this point, i'm about ready to reinstall windows/reformat. I went through a complete diagnostic in msconfig. Everything individually was fine, the system booted with normal speed with just one at a time, but as soon as more than one option was selected, it was back to slow. Got a free trial of a registry fixing software, in case it was maybe caused by a conflict or something, but no luck.
