It really doesnt matter what the constitution says, its a STATE law against flag burning. Something the constitution makes completely acceptable. The constitution is just the foundation, states have every right to make up any law so long as it doesnt violate the rights the amendments give us. So i say if Nebraska has a law on the books against this thing the kid is culpable for what he did.
