3. RAISE THE TAX ON CIGARETTES BY 50 CENTS PER PACK: $6.6 billion.
4. INCREASE ALCOHOLIC BEVERAGE TAXES: $4 billion.
5. REPEAL TAX BREAKS AND SUBSIDIES FOR FOSSIL FUEL INDUSTRIES: $3 billion.
6. INCREASE FEES FOR TRANSPORTATION SECURITY: $2.6 billion.
7. END THE TAX BREAK FOR ALCOHOL FUELS AND LIMIT FARM SUBSIDIES: $950 million.
8. ABOLISH THE TAX BREAK FOR AMERICANS LIVING ABROAD: $700 million.
9. GET RID OF THE GRADUATE STUDENT LOAN SUBSIDY: $625 million.

TCO of the whole dang thing more realistically goes from 500 billion to 2 trillion depending on how it goes and how long we stay.
 
How about just billing the runaway billionaires from Enron, Golbal Crossing, World Com, etc.? And don't forget Dickwad Cheyney's old haunt, Haliburton. I'm still wondering why he's not headed for the same jail cell with the Enron boys.
