10% uptime for a week now, ISP not explaining

Hi. We are in a small town in central Mexico with one ISP in our area. Last Monday the service went down, and since then we have had service only in short spurts lasting no more than 2 hours. And sometimes only a few minutes.

I don't know anything about this, so i've been trying to educate myself during periods when we have service, because the ISP is stonewalling. Trace route sometimes shows packet loss at hop 3 from our location, a local router between us and the ISP, but nothing tragic, i think. Sometimes Windows 7 network center shows the DNS server isn't responding - i've now downloaded Acrylic DNS proxy to see if it can help us. Traceroutes aren't taking an awful long time, 80 to 90 ms, but i'm sharing the connection with my husband, so not too high. There are always time outs at hops 6 and 7 and 15 - the servers just won't respond to those, right? Just a configuration thing.

We have called the ISP several times and gone to their office twice, hubby is going back tomorrow. They admit nothing. It took a technician 4 days to come out. I told him the problem isn't here, and he accepted that immediately, had me sign off, and was gone in less than a minute.

Is there anything i can do here?????
What on earth could be going on?????

It seems suspicious to us that when we have service, at least for the last few days, it has worked flawlessly. It just suddenly comes on, works, and then suddenly disappears. I picture them rationing their last bit of functioning hardware or some such weirdness. I don't know... this much down time makes me paranoid.

keep calling them.and try to find out if more are having the same issue.

i would call and find out what they are planing to do to fix / resolve the issue. and see if they are going to refund you for the down time
