Where does it say this? On the survey start page it says nothing about calling in or any of these limitations.
 
I filled it out and I already got mine! yes, it's true! then the tooth fairy and the tinman from OZ popped out of my flatscreen and rotated my tires! it was a sight to behold! I don't know what I'm going to spend it on yet but it sure won't be a tire rotation, no sir!
