Anyone who picks the unbelievably inane Wolverine should be dragged out into the street by their toenails and beaten to death with a box of fruit roll-ups.
 
Wolverine cannot pierce Hulk's skin, so wolverine would lose or tie. Havok's power completely incinerated wolverine's skin, so there is no way he could ever beat the surfer, surfer would do the same. In fact, the surfer was the only reason the universe was saved after Thanos took the infinity gauntlet. So without a doubt the silver surfer is #1.
 
lol this would be such a crazy fight mostly because wolverine is such a badass who refuses to ever stop, but hulk is just....well he's the fucking hulk
