Does this mean that once the preexisting condition thing for adults kicks in, I can finally leave my employer's overpriced insurance and shop on the individual market for a cheaper plan that suits me? (I've been turned down by several companies for preexisting conditions). . .

You can shop, but just because they can't refuse you doesn't mean they have to give you a price you'll like. You now have more choice - and may very well find that you don't like any of them.
