I'm not on my machine with VMWARE to test it, but it seems like it may be possible with vmware

I'd expect you to need usb mice/keyboards and a second video card.
Enable one set of devices on the host-os, and the other set of devices on the virtual machine -- and presto -- 2 "machines" sharing the same box.
vmware isn't going to play CS, though.

Just conjecture on my part without my vmware'd box, but the peeps in OS or TechSupport could probably answer pretty quick.
 
The cost of PCs is so low these days that it's really not necessary to develop technology to tackle this "problem". On a high-end game like Counter-Strike:Source, the resources of one computer are being pushed pretty hard, even people with the best systems can see stress in frame rates and such in some situations... which means that a computer would ideally have to be twice as powerful to handle this load. Simply making dual processor units doesn't tackle bottlenecks such as FSB and HD seek times, among other things. Even the best video cards couldn't handle two simultaneous games running at once.

The only "legitimate" downfall that you mention (or begin to) in your post is that you have to buy two copies of games and such... which can easily be solved by not being a cheap-ass and just paying for an extra copy, as the EULA states should happen. 😛
