Wow I joined here in 2002 didn't even remember,how long it was.I'm about to purchase a new rig,my old one is a P4 1.5Ghz with 768mb of memory and a Nvidia GForce 6800 :) I've been using for the past 4-5 years upgrading here and there,but it's time for a new one.

What do I need a new rig for ?

Gaming 90%
Web surfing 10%

Not Overclocking (1st don't know how + don't want mess up with it )

personally i would drop down to a dual core and save some $$$ there, is there any reason you want vista or can you get a copy of xp?

i haven't read any reviews on that psu, so you may possibly want to go to the anandtech psu area and see how one of those do in comparison in $$$ and quality.

If you're going to be gaming 90% of the time then you do NOT need to get the q6600. You need to get a dual core like the Intel e6850 for the same price.

A 8800GTX takes 130W at full load on its own. 550W is more than enough for his purposes.

Very good build. There's absolutely no reason NOT to go with quad, the majority of upcoming games like Crysis, UT3, Alan wake and other will be able to utilize 4 cores fully
. The extra MHZ you can get easily with OC, extra 2 cores you can't.
PSU is more than enough. I wouldn't change a thing in your build except for ram, you can get a little faster kit for the same amount.

you have documentation showing full utilization of 4 cores? what were are suppose to get and really get are usually 2 different things....

Why in the world is anyone recommending against getting the quad core processor?? Think about it this way; when dual core processors started coming out, some of the fastest single core procs, like the Athlon FX 57, performed a little better in games not multithreaded, but did you recommend against a dual core? And think about how quickly the dual cores started seriously outperforming single cores! The quad core is never going to be a bottleneck in a current game optimized for 2 cores, and the performance gains in the newest crop of games designed for 2+ cores will be huge.

That a good build. Quads are not useful right not. Based on few rumors that I heard Crysis is not using all 4 cores. But maybe latter this will change? I went with E2180 (overclocked from 2.0G to 3.6G). I figured that if there is a game in a year or two that can run faster on quad cores I will just upgrade latter.

Tuniq Tower is a very good cooler, but you only really need it if you planing to overclock. Otherwise Retail Intel CPU comes with a heatsink that works fine for stock speed.

Ballistix are good (I got them from Newegg a week ago). Mine can run with 3/3/3/3 timing with 360 frequency (@2.1v) or 4/3/3/9 with 400 frequency (@2.2v)

Ohh and yes like others said, look around to make sure that you get a good price. I usually use pricegrabber, Google product search and check zipzoomfly, tigerdirect, mwave, newegg to select the best price.
